Insurance
We recommend that organisers of events have valid public liability insurance of at least £1m, if:
- your event will be on Council land
- your event will be held in a Council properties
We may make this mandatory for certain events that take place on Council land. Some examples include:
- firework displays
- festivals for sport, food, or music
- events serving or permitting alcohol
- events operated by private companies and businesses.
- events where organisers seek to generate profit from the event
Public liability insurance of at least £5M is required for all events held in parks and open spaces.
Our event fees and charges
When you're planning your event, there are some Council services where you'll need to:
- submit an application
- pay a fee
The Council is legally required to charge all event organisers equally.
You might need to pay for Council services if:
- you are planning on holding an event on Council land such as a park
- utilising Council services such as waste services or
- need traffic management arrangements such as road closures and parking suspensions

These fees are correct as of 1st April 2021, and we review the document annually.
Community Event Funding
Community event organisers can apply for community event funding through the Sutton Council Local Place and Engagement (LPE) service.
You can:
- complete the Neighbourhood Grants, Event Fees and Charges Application Form
- send it back to our neighbourhood grants team by email
This application can take up to 6 weeks to process. You'll need to submit your application:
- at least 6 weeks in advance of your event, or
- once you have submitted your Combined Event Notification Form and Risk Assessment
The LPE service will :
- assess the application
- send it to the relevant Ward Councillors for approval or rejection
- the decision is made by the Strategic Director of Environment, Housing and Regeneration
Approval for event funding applications is subject to budget availability. If you are applying for funding to cover Council services, you are doing so on the basis that you are charged for the service, regardless of whether you are successful in your grant application.
When you apply for a Council service that requires a fee or charge (for parking services, etc) you will still be directly invoiced the payment, however you can apply for the community event funding to help cover this.
Please note: private, commercial events cannot apply for community event funding.
