Landowner responsibilities
As a landowner it is your responsibility to protect your property from flooding.
Although Sutton Council is the Lead Local Flood Authority, neither ourselves or any other flood risk management authority has the responsibility to prevent all flooding, nor the means, but we are responsible for coordinating the management of flood risk through the powers and duties designated to us through the Flood and Water Management Act 2010.
Riparian Ownership
"If you own land or property next to a river, stream or ditch you are a 'riparian landowner" (Pg 2, Environment Agency's 'Living on the Edge' 2013 leaflet).
If you are a landowner with a watercourse running through or adjacent to your land then it is likely that you will have certain responsibilities to manage the water adjacent to or running through your land. For more information on your rights and responsibilities please read the Guidance from HM Government available at GOV.UK.
