Severe mental impairment
You could be entitled to a discount for your Council Tax if you or a member of your household is severely mentally impaired as certified by a Registered Medical Practitioner. You must also receive one of the following benefits:
- Disability Living Allowance (DLA) care component at the middle or higher rate
- The standard or enhanced rate of the Daily Living Component (DLA) of Personal Independence Payment (PIP)
- Attendance Allowance at the higher or lower rate
- Constant Attendance Allowance at one of the rates payable with disablement benefit or War disablement pension
- Severe Disablement Allowance
- Employment and Support Allowance (Support Group) or Incapacity Benefit
- Income Support where the applicable amount includes a disability premium (includes anyone whose partner has a disability premium included in their income-based Job Seekers Allowance)
- Universal Credit (including an element for limited capability for work or limited capability for work and work-related activity)
- The disability element of Working Tax Credit
If all the members of the household are severely mentally impaired and are in receipt of one of the listed benefits above, you may be exempt from paying Council Tax. A separate application will need to be made for each applicant.
You’ll need to know your Council Tax account number to apply. This can be found at the top of your paper bill or displayed on your MyAccount
Once the application form has been fully completed you will need to return the whole application (parts A to D) either by post to Council Tax, London Borough of Sutton, CivicOffices, St Nicholas Way, Sutton, SM1 1EA or via email to counciltax@sutton.gov.uk
Before you return the completed application form to us:
- A doctor must have completed, signed, dated and stamped part D of the application form and,
- You must have included evidence of one of the listed benefits in part C of the application form.
We will not be able to process the application if the application form is not fully completed and/or the evidence is not provided
