Hoarding
- fly-posting material and graffiti must be removed immediately from hoarding
- if any public utility apparatus is affected by the structure, you must agree access arrangements with the relevant statutory companies
- the hoarding must be
- built using smooth, close-boarded timber to a height of not less than 2.44 metres (8 feet)
- painted in a uniform colour
- electrically lit between half an hour before sunset and half an hour after sunrise
Scaffolding
- a minimum headroom clearance of 2.44 metres (8 feet) needs to be maintained under and through the scaffold structure for pedestrian access
- diagonal cross-bracing or putlogs must not be fixed below this height
- horizontal scaffold poles must be fitted with plastic end caps or otherwise made safe
- standards must be painted white or yellow/black banded up to a minimum height of 2.44 metres (8 feet)
- safety lighting must be installed on the scaffolding
- the lights must be on between half an hour before sunset and half an hour after sunrise
Insurance
I/We must indemnify and keep indemnified the Council against all action demands, claims and costs arising by the erection/deposit, use and subsequent removal of the said temporary structure/deposit, and in order to secure the due performance of such indemnity I agree to produce to the Council for inspection the said policy or policies of insurance.
General
All deposits, excavations and temporary structures must be placed so that the minimum of inconvenience is caused to pedestrians and vehicular traffic with particular attention given to the requirements of visually & physically impaired persons on footways.
The persons to whom consent is given will be held responsible for any damage caused to the highway, and as such liable for all expenses incurred by the Council in making good any such damage. While the deposit/erection is in place and upon removal, the surface of the highway is to be cleaned and free from spillage.
The use of the highway shall not exceed the permitted dimensions and timescales as specified by the Council on the licence. Nothing in these conditions shall be deemed to affect or nullify the powers of the police to require the immediate removal of any deposit/erection.
Scaffolding/Hoarding/Temporary Fencing
A copy of the site plan identifying the location of scaffolding/hoarding is to be sent by email to the contact centre at contact.centre@sutton.gov.uk.
The site plan will be dimensioned to show the existing width of footway, width and length of proposed scaffolding/hoarding/fencing and headroom, and state that warning lamps will be secured at each corner, and that the bottom 2m of standards will be painted white.
Any hoarding must be built using smooth, close-boarded timber to a height of not less than 2.44 Metres (8 Feet). Adequate sight lines will be maintained at junctions. Minimum headroom under scaffolds is to be 2.55m. No part of the scaffolding/hoarding/fencing is to be within 0.5m of the carriageway unless suitable barriers are provided to keep traffic said distance away from the structure.
Where footpaths widths are not adequate enough to facilitate the safe & convenient passage of pedestrians and perambulators, walkways in the carriageway will be provided. These will be created from firmly fastened balks with substantial handrails. Where possible adequately screened walk-through scaffolds are to be used to obviate the restriction of the carriageway.
